There are members of The Machine.

It's confusing tbh, personally I see her as a solo artist and the 'Machine' as various band members, no different to Rihanna or Will Young or anyone else having people play instruments when they sing live.

I agree. They're described as a group of which she is the only permanent member, but for me that makes her a solo artist.

There are permanent members of The Machine as well. AFAIC Florence Welch alone could be considered a solo artist (although she hasn't done anything outside of Luings and Ceremonials I think?) but 'Florence + The Machine' refers to a band.
