It depends on where you're from and as a Chinese, it's technically to us not a separate state but rather a special province with the likes of Macau and Hong Kong having their own separate government but still part of China. In fact, the government of Taiwan themselves has actually never proclaimed themselves to be a country because they know the consequences if they did, it's just to the outsider countries, they're seen as a separate state.
