I totally agree with the bulk of what you've said except I don't think she's had a 'Believe' moment yet, which is of course entirely dependant on how you define such a thing!

 

I think a lot of people forget the trigger that made Cher have her "Believe moment" - Sonny died in early 1998. Cher then releases a song about believing in "life after love" later that year. That was a huge driving force for that single.
