I think Noizu who had a hit with Summer 91 is Jacob Plant. However, this one, with maybe some tech house kick thrown in, would still fit his sound

You're right, it's not a very well kept secret as if you look at the songwriting credits for any Noizu song, Jacob Plant is credited.
