I think the label has to pay for the official certifications in the US. Also, all singles are always undercertified as their lifespan is so long (practically forever).

They also have to pay for ARIA (Australia) to issue certificates, but they only do that months after her stuff is eligible for that certificate, unlike other big labels like Capitol, Atlantic and Republic, who buy certificates as soon as they become eligible.

 

Interscope only buys Gaga's certificates when they are campaigning for some of her work. This is how it was during the Grammy voting period of the last few years with Joanne, MR, ASIB, and now, ROM.

 

Her catalog is very undercertified around the world, to get an idea, no single from the Born This Way era has received certificates in Canada to date, and almost a decade has passed.
