For chart purposes here if she releases an album as the character of Harley how does that impact the three track rule here?!

 

Will her alias be a whole new artist so she could chart as both Gaga and Harley?

If she is credited as Gaga, then yes. At this stage, it's very unlikely that anything from it can overshadow DWAS though.

Seems to me that this is kind of similar to what Beyoncé did with Lion King: The Gift album, even though that was more of a proper soundtrack. Creating a whole album or EP inspired by an individual character is pretty unprecedented.
