I was hit by a massive real-life curveball, but in any case it occurred to me the voting system you've proposed has a flaw - more in the mods' lounge...

Due to the sheer volume of nominations the new system would require [which we totally overlooked lol] you shall just nominate as normal and the best performing entry from each country who has been in more than 2 finals during XXI-XXX will qualify for the heats. If this track makes it through the old way of nominating, the 2nd best performing entry will qualify for the heats and so on....

 

EG:

 

With Molly AQing Ashton's 2nd best performing entry, Jess, will qualify for the heats unless she is nominated for XXX. In which case Ashton's 3rd best performing entry, Gabrielle Aplin, will qualify for the heats. In the unlikely case of Aplin making the cut for the XXVII nominations, Ashton's 4th best performing entry, Sugababes, will qualify for the heats. In the pigs might fly situation of the Sugababes making the cut for XXI, Ashon's 5th and final eligible entry, I Like That, will qualify for the heats. If I Like That is nominated for XXVI [which it should have come top3 in, jus sayin] Ashton will have no additional qualifiers.

 

 

If country X has 2 eligible songs and one of it's two tracks is nominated or AQ's the other will qualify for the heats.

So it basically means that the best songs nominated in a usual way here will get through PLUS one song from each country participated in 2 or more finals in XXI-XXX. And we don't have to rank songs of each country. Innit?
