Your statement about the EU is not strictly true. Member states (governments, not bureaucrats) had agreed it. However, the (elected) European Parliament has raised objections and several states are having second thoughts. With luck it will be rejected.

I thought that too. I know there have been individual states sign up to it, but it's had such a strong backlash the EU aren't even happy to vote on it in it's current form.
