Exactly, if filming is going to start in November/December as reported, I don't get why this movie only drops in two years when the first film was released a year after filming wrapped.

Well, Top Gun: Maverick was released three years after if was filmed and still became one of the biggest movies of all time... I think there's quite a lot of planning and business ventures attached to the Joker project.
