Well technically it's Steps overall too, in terms of different #1 albums across four consecutive decades.

 

ABBA did it in the 70s, 80s and 90s... but for the 00s it was with ABBA Gold again, which had already peaked at #1 in the 90s. In terms of actual new releases they didn't have a #1 in the 2000s or 2010s.
