The housemates who go in after them get to decide if they swap 2 housemates for another 2 housemates, or leave the 4 up. This goes on until every housemate has been in the room, meaning the last ones into the room will have the most power.

I'm hoping though that they'll all rush, like Philip did today, so that someone like Twinks or Sam are left with the most power to shift the dynamic a bit.
