It's a good theory but Lady GaGa did this with 'Just Dance' and 'Poker Face' and they're the best selling singles of the year so far... I suppose it would've helped in Kelly's case though since she's a returning artist whereas GaGa is brand new and new artists tend to get away with things like that.
