Those are the two biggest markets outside of the US, let radio play build for a while, hit a bit of TV (Dancing On Ice, The Brits, a couple of German tv shows) and she's got a chance at the top. Womanizer suffered because by the time she could promote it in the UK, it had been out for a few weeks. Maybe she's going to give it a proper crack?

January 13, 201114 yr Because they don't want to fuck up the album release! (Alongside the USA), the UK and Germany are two of the biggest music markets worldwide. They wont release a lead single for the album until she has properly promoted it (I'm guessing a Brit Awards performance). It's different in the US because the market relies so heavily on radio play (that's the difference between the UK and the US). They just don't want to screw it up. Let's be honest, if Hold It Against Me was released on the UK iTunes, I'd be VERY surprised if it managed to climb straight to #1.
