July 29, 201410 yr That was the song that instantly sprang to mind but yeah, consecutively I'm not too sure. Another one I thought it may have been was Dog Days Are Over but just checked the run and doesn't beat 17!
July 29, 201410 yr Andy Stewart's A Scottish Soldier came close. It reached number 19 twice in its 36 week run, once near the beginning and again towards the end. In between those two peaks it spent 27 weeks in the top 40 but outside the top 20.

IIRC fchd confirmed at the time that this was a record. And when it was supposedly the remix charting (the OCC did not ever differentiate between the two, in fact I don't think they ever differentiate between remixes any more) it was still the same version selling for the most part, the Shy FX remix never really went higher than the low top 100 on iTunes, so those 21 weeks were more legitimate than you'd think :P Other songs with 10+ weeks top 40 without making the top 20 in the decade to date: 16 Skrillex feat. Most consecutive weeks with same criteria - 19 and it's a real oldie not mentioned in this thread. See if anyone can find it before I spoil it! Ken Dodd had an interesting early career when it comes to records hanging around between 21 & 40. After his debut "Life Is Like A Violin" was a top tenner, his next six hits all spent decent time in the top 40 without making the top 20 "Once In Every Lifetime" 11 weeks "Pianissimo" 12 weeks "Still" 6 weeks "Eight By Ten" 11 weeks "Happiness" 11 weeks "So Deep Is The Night" 6 weeks (Not all consecutive weeks) His next hit was his blockbuster number one "Tears"
