That's not true at all. The rule is that it goes to ACR if it has 9 or more weeks on the chart and has declined in streams relative to the market 3 weeks in a row. So every week from week 7 onwards matters. If it has an increase relative to the market in any given week after week 6 that resets the clock to 3 weeks.

 

The week immediately before a song is due to go to ACR is the only time where it directly matters (in that it changes the outcome of the following week) but increasing in any week still extends its life by anywhere between 1 and 3 weeks.
