Yes, 3 definitely and 2 more possibles plus an interesting one...

 

André Tanneberger aka ATB reached the Top 20 in October 1999. He was born in 1973 in Freiberg, East Germany.

 

The following month in 1999, Matthias Paul aka Paul van Dyk had 1 week of Top 20 glory. He was born 1971 in Eisenhuettenstadt, East Germany

 

Jacob Dilssner aka Wankelmut had a duet with the Australian Emma Louisa in 2014. He was born in 1987 in Friedrichshain, a suburb of East Berlin.

 

The possibles are: MC Sar was born in 1965 in Berlin and Oliver $ - together with Jimi Jules in 1982 - was also born in Berlin: in both cases, it is not certain whether it was East or West Berlin.

 

Finally,

 

Joachim Krauledat aka John Kay was the frontman for Steppenwolf. He was born in 1944 in Tilsit which was in East Prussia, then just about still part of the Greater German (Nazi) Reich. Now it's in Russia!

 

There may be more of course...

The first person to reach the UK Top 20 Singles chart in 1971 and who was born in East Germany was definitely Martins Vanags aka Marty Kristian of the New Seekers. However, both his parents were Latvian refugees. He was born in 1947 and emigrated to Australia with his mother in 1950.

 

In any case, either he was the first Latvian, meaning House of Pain are no longer relevant or I should add East Germany as the 35th country between Argentina and Norway... Well, I'll have to add East Germany anyway. Thank you!
