The OCC want all downloads to count towards the chart but shops don't. They don't want big gaps on their singles chart displays because they want to look like they sell every CD in the world ever and that's why they can charge so much.

 

So the Black Eyed Peas go in at #16. As the single will be in the shops tomorrow, HMV can plop the single in the #16 slot and look like they stock everything.

The OCC can feel good about how the charts reflect new technology and allow songs to chart on downloads alone.

There might as well just be a big changeover to downloads at some point. This rule is just pointless, and will mean loads of songs will jump from about #50 to the Top Ten! <_<
