I was thinking......what if I replaced the countries with numbers and gave them names instead. That way it would seem like there actually are countries that aren't participating and then when somebody wants a non participating countrie they'll just say I want "Countrie name" instead of a number.

 

Countrys that are not participating and have no.....leader(Buzzjack member over them) would remain a dark green colour with a default country name (That I'd make up)

 

That way you'd know that Countries with Dark green are up for grabs and can be taken over and renamed and countries with any other colour are no longer availible.

 

I think it would make the map seem fuller. What do you guys think?

That could only really be done once every country to have participated has been allocated a slot. The new countries could take the remaining ones.
