Hmmm, seeing as there be such rebellion, shall we perhaps permit people to vote in both if they so wish? :o Numbers don't particularly matter unless it's very imbalanced seeing as I can't imagine there being many people who are determined to vote in just one...

And yet another question - will there be penalties for those that have entries but don't vote? I don't see the point in voting for songs which aren't gonna do well as their enterer doesn't follow this anymore

After consideration, each country with entries in the contest that doesn't vote will have each of their entries deducted 15 points to compensate for there not being a vote where they're guaranteed to not receive points ^_^
