I think it is, as it is fairer. As much as I loved 1999/2000 for the music, there were wayyyy to many #1s.

 

Its fairer? That's open to debate. You only had cd's to buy at the time, which is exactly what the chart was about. Dont really care about the turnover at the top, I'm much more interested in new entries, which any year of the 90s and 00s offered more than 08 and 09. Actually, any year since the 50s...I think that says it all.

The new entries doesn't depend on the chart it depends on the release schedule of the record companies, than promotions etc.
