without checking, I think Yes - Mcalmont & Butler & Panic - The Smiths peaked at 11. I'd call 'em classics....

Muse had another #11 hit (and I'd say a far better known one) prior to 2002:

 

 

I'd say it still remains a firm fan favourite to this day.

I thought it would go into the Top 10 at the time. It was so catchy and accessible, and it came from the Lloyds TSB advert as well.
