She had her surgery months ago, presumably also had that text for a while too, she could easily have tweeted about it eariler. She has alot of influence over her fans, she also has a responsilbility. She could easily have added that she doesn't want her fans to sink to his level and do the same to other artists, but she didn't, she made it about herself.

Well said person hasn't given me a bad name last time i checked so it's a little naive to start branding out these lavish claims. And was that person also blonde because if so you know ALL blonde people must now be horrid too. I just fail to see how Gaga can be seen in the wrong in this situation for finally revealing that Perez has been targeting her. If someone was getting bullied you'd surely want them to tell someone and not keep it themselves so why is this any different? Gaga doing it as an influential person can hopefully encourage others to do the same if they're being targeted for whatever reason instead of shying away from it out of fear of people branding them evil for bringing out an old bullying message (but call me an optimist).

The same reason other people in similar situations might not reveal things as soon as they happen - like being scared of receiving more abuse etc. Who knows what she was feeling having just been wheelchair bound and then receiving messages like that. (And if she did it at the time people would have been saying "omg publicity whore!!1!" anyway but she probably felt enough was enough now and decided to stand up for herself which is only a positive thing in my eyes). And on the Kylie thing it's the most sickening thing i can think of and whoever said it should be named and shamed (just like Perez has here with Gaga calling him out on it). I'm not for a second excusing that (who in their right mind would) and surely hearing stories like that makes you feel more inclined to encouraging people to share when they're being targeted by others instead of deleting the messages and forgetting it ever happened which is probably worse for one's own mental well being. No point in letting the bullies think they've won by not getting a backlash for what they've done is how feel on the issue.
