It's when a song uses a bit of another song like a hook, lyric, line, part of the instrumental etc. - for example Etta James "oh oh sometimes I get a good feeling..." in Flo Rida's Good Feeling. So it takes a sample of what it wants from another song :P

Etta James is particularly unique case, since she was sampled in two different songs which were hits at the same time, and she passed away whilst those songs were high in the charts.

 

Other recent samples are the current iTunes #1 which samples Elton John, and last week's #1 which samples Whitney Houston. Another of my favourites is Show Me by Kid Ink which samples Show Me Love (Jason Derulo also sampled that a couple of years ago, but Kid Ink's song is much better imo).

The single was released last week I think but some remixes are to come later in the month. It's unlikely it's going to chart anytime soon, unless a major station playlists it, which is a shame.
