Streams will count yes. But let's face it, they'll only be high on iTunes for a day or two. There's no airplay so unfortunately none of them are going to enter the top 40 unless any of them start getting that airplay.

They WILL count towards the charts, but only the ones which are bought as individual tracks. If you click "Pre-Order Album", they'll appear in the iTunes chart, but WON'T count towards the chart. But those that are bought individually will be counted, as will the streams.

All the Madonna tracks are eligible but I imagine most of its sales are coming from album pre-orders (which won't count towards the chart), so I very much doubt they will be charting, it won't be long before they dive out the iTunes chart as not many are actually buying them outside of people pre-ordering the album.

 

Any streams they get will count but they aren't likely to get significant streams

Glitch I think. I remember Beyonce's didn't for ages either, and just appeared at #1 out of nowhere like almost a day later.

Maybe no one is actually pre-ordering the album and they are all actually downloading the tracks individually :o which means they WILL be fully chart eligible :funky:
