That only applies to centuries, i.e. the 21st century began in 2001, not 2000. However the 00s decade definitely began in 2000.

I know, I remember my history teacher explaining it to me at the time that people were more celebrating the change in number on the date/year and not thinking about the logic, because things start at 1 not 10

The Millennium Bug was specifically related to the date though, rather than any question about whether it was a new millennium though.

 

Anyway, however much we argue about when the Millennium started, we can certainly agree what 2000 was the start of the Willennium.
