They removed his album from behind the paywall on Tidal meaning you can listen for free and without an account. As a result, spam bots can go on the page and play all the songs on loop. Not to mention the free streams generate absolutely no revenue whatsoever, its simply to inflate streams.

Yeah there's been some controversy about his cheating to get to #1 in the US. Thank god we cap streams.
