You'd think so, but when 'Numb' re-entered when Chester died, it was on ACR, despite spending less than 10 weeks in the chart at the time.

Peaked the same week as Elton John's 'Circle Of Life' entered and peaked at #11. Obviously a competitive chart period, Whigfield was #1 with 'Saturday Night', I wonder what happened to her!

I think the OCC just put anything on ACR if its years old regardless of how long it has spent in the chart. This has led to (amongst other things) the quite frankly ridiculous situation of John Williams 'Carol Of The Bells' being a brand new entry at #97 last Christmas... with ACR applied to it.
