Streams are lower at the top end so it makes sense to enter earlier!

Yeah it's just the low bar needed to enter the top 40. #38 last week sold 8,426, the equivalent week last year was 9,651. Mariah sold 7.7k the following week so it doesn't have to be up by much to go top 40 this week.
