It's extremely tough between Madonna & All Saints, but I have to give the edge to Pure Shores - although both tracks are classic William Orbit productions.

 

And of course, it's still remarkable how Kylie was able to have back to back year end airplay #1's. :o :o :o Proving that except for Robbie, Dido, & Coldplay... she was untouchable in the Fever era!
