Not sure how accurate this is as Sinitta’s so macho single isn’t on the list and it sold more than toy boy.
So Macho actually had no PWL involvement, it’s produced by George Hargreaves And Mick Parker, and the U.K. remix is by Tony Atkins.
Kylie of course dominating this list with 12 entries. I've taken the liberty of posting her positions here:

01. Especially For You (ft Jason Donovan) - 1,090,000
03. I Should Be So Lucky - 702,850
08. Hand On Your Heart - 494,000
10. The Loco-Motion - 440,000
12. Got To Be Certain - 376,400
15. Wouldn't Change A Thing - 333,200
17. Better The Devil You Know - 330,000
22. Je Ne Sais Pas Pourquoi - 310,000
28. Tears On My Pillow - 249,100
30. Give Me Just A Little More Time - 230,000
35. Never Too Late - 200,000
46. Step Back In Time - 148,300
Devil should eventually overtake wouldnt change a thing if it hasnt done so already. With pwl so huge it's hard to believe they only have 1 million seller, I know back then million sellers were very rare.Thankfully there only million seller is Kylie related.

Biggest Kylie surprise: Give Me Just A Little More Time sold so much. I always thought it might have charted so high, because it was an easy chart week with any competition.

PWL surprises: Band Aid 2 only at no 6. My favorite part has always been when Kylie & Jason sang their line together. Jason's Nothng Can Divide Us sold much more than expected, especially compared to his smash Sealed With A Kiss. I always thought NCDU was a flop start for Jason's music career. Rick Astley's Together Forever so low is also a surprise.

Kylie could have recorded Sonia's You'll Never Stop Me From Loving You easily, but would it have been no 1 with her, too? Imagine Kylie singing Lonnie Gordon's Happenin' All Over Again, that would have brought a very different vibe to the song.

Thanks for that, I always thought that was PWL related but it clearly wasn’t. It’s sold 585k according to Wiki.

I’m surprised what do I have to do isn’t on the list.

I wish it was on it but it has low enough sales unfortunately

The list is just a fan-made one where they've taken bits of revealed info over the years and compiled it into one list. It's good for giving a rough idea though.

Always been disappointed with ISBSL sales - it was #1 for 5 weeks and feels like it should be close to a million tbh.

HOYH on its way to half a million

I'm the same with lucky I always thought it would be nearer to the million plus some of the other pwl hits feel they should be at least platinum. Hand on your heart getting to half a million will be good.better the devil you know is such an iconic kylie song and again it feels like its sales should be way higher.
There are some great sales in the report but many feel their sales should be greater.
Give me just a little more time is prob the only song there that i thought its sales were higher than i expected.

Tears on my Pillow selling so much less than hits that charted lower.

Slow has a similar sales pattern.
