I ‘think’ part of the agreement with R1/Hottest Record is that the track has to be made available immediately - guessing that means both streaming and download.

I know I’ll sound pessimistic but at this point I’ll be happy with more than a week in the top-100 :(

And it’s not even down to a song — I love it — it seems that for an English speaking song exactly this year it has become significantly harder to break through on Spotify locally in the UK, if it’s not big in USA / internationally.
