I ended up going with Dr Kay because I feel like the character was underwritten

The challenge here will be judging the heroes and villains fairly against each other and not just gunning for the villains immediately

That said, Dr Kay is definitely the least developed - perhaps a bit generic on purpose to show that anyone could step into Brenner's role, and Kay herself would be easily replaced if she got taken out, but she was more of a plot device than a substantial character.

Had to have a bit of a think about this but in the end settled on Dr Kay. She was a good villainous presence in season 5, but ultimately proved inconsequential to everything else happening.

But ignoring the poor bespectacled one's snub, I'm also happy to go with Dr Kay. At the end I thought she was going to have more to do but then she simply didn't. Must admit that it possibly won't be too long before I start voting for Hopper too, he became more irritating with every passing season for me - and his disappearance storyline was one of the most inconsequential things in the show too.
