I think for International acts the willing to attend matters a lot. Cardi and Billie could promote their upcoming albums there, Miley could very well perform too. Gaga will not be in the UK until her concert later in the summer (if at all, we'll see what happens with covid).

Probably quite sensible given she’s not in the country. Amy Winehouse did something similar at the grammys in 2008 so it may still be as good.
