I think it's hard to say with the US because for large parts of the country, if you do shift the threshold over to UK time, you're only losing the late hours of the night, when I imagine streams for new music/top 40 and the like are not especially high, so it could easily be counterbalanced off by the sheer general drop off on day 2. It's worth noting too that often when Spotify updates its charts, it's still not yet midnight in Hawaii. I'd be very curious to know if there's a confirmed answer though.

The closest thing I recall having noticed is with Halloween songs remaining in the US Spotify chart on November 1. That makes sense to me because if the charts are based on UTC (which is what I believe), the November 1 chart would start at 8pm on October 31 for the east coast, and I would guess a lot of Halloween parties happen in those evening hours.

In Mexico it even usually peaks on November 1 (although maybe that's affected by their Day of the Dead holiday). 'Monster Mash' and 'This Is Halloween' have also remained in the top 40 on November 1 the last 2 years.

 

It's certainly not definitive proof though, particularly since even if the cutoff was midnight eastern time that would leave 3 hours for the west (but I would expect Halloween songs to drop a lot harder if they had just 0 to 3 hours of October 31 rather than 4 to 7). To me it sounds a lot more likely that all the Spotify chart cutoffs are UTC than that they make a special exception for the US, though, and I think new releases' second-day streams probably aren't the best place to judge it because their first-day streams certainly could be so high that even a partial day 1 beats day 2.

but if you take the case of the Drake/SZA single

it was released around 6pm UK time, so 6 hours left til the cutoff

the cutoff is the same UK and US for all you say

 

in the Uk it did 180K on day 1, 350K on day 2

the same pattern should be observed in the US

but it did the same on both days

that's my logic to say it isn't like that

That just means that it had the same time-frame in both countries, but the US one was a time when people are 1. More awake and 2. More likely to hear that a new single dropped.
