I originally didn’t read Rule 7. So went for Hilary Duff.

Then I reconfirmed with a technically eligible choice but it has 900m+ streams on Spotify. Lmao.

But I can’t think of anyone I was interested in enough who “had history” where their “modern era” songs have little streams - I mean if they lasted so long enough to have songs in the 00’s/10’s then they have some kind of fanbase/popularity… lol. But I’m thinking about it.
