I'm wondering that the situation is like with its certs (provided it is certified) as it would be weird to exclude any sales from it. I understand excluding them from current charts as they are misleading in showing what's popular but I don't see why BPI would make a problem including them in the certification.

They don't include, because those sales are almost like free tracks when you pre-order an album. They track those sales but they don't add to the total, now please don't go on and on with this please :)
