The person who sent out that tweet only wants people to buy the song and doesn't want people to stream it. So either the person doesn't know how the Official charts work nowadays or it could be an iTunes experiment like what has been mentioned here. Although the person also put a link to buy the song on Google play so it's probably the first scenario that is the case.
