I believe this certification just represents dear mr presidents sales/streams + the physical sales for the double a side it was the lead song on.

Leave Me Alone (I’m Lonely) was actually certified silver in 2021 with no reference to Dear Mr President, so already got to this stage years back.

I'm not sure a physical was ever released in the UK so it might just be from imports, but yes I think you're pretty much right.

It was certified Platinum on 19th July 2019, so it's done 1,830 units a week on average. So, it should be 3x Platinum in February 2032. "Katy On A Mission" also had its 15th anniversary earlier this year.
