I don't see why not, it's entirely natural that ACR's impact would be softened in a much less competitive and lower selling market. Besides, it's clear ACR isn't meant to remove songs from the chart or even the top 10 necessarily, it's to bump them down further and give newer music a helping hand, which it's certainly done at the top of the chart. As has been mentioned by others, Rein Me In and Man I Need are enduringly popular and ACR's purpose isn't to fully ignore that.
